CHONGQING (CQNEWS) -- The Chongqing Transport Work Conference for 2023 was held on March 6. The reporter learned from the conference that the Chongqing Municipal Transportation Bureau (hereinafter referred to as “Chongqing Transportation”) plans to invest 110 billion yuan in 2023 to start the construction of the Chongqing-Yichang High-speed Rail and complete several transportation projects including the Wuxi-Zhenping Highway.

Centering on the construction of the Chengdu-Chongqing Economic Circle, Chongqing Transportation will begin the “No.1 Project” and fast-track the building of the new western land-sea corridor to further deepen and substantiate the development of a strong transportation network.

Chongqing Transportation plans to complete an investment of 110 billion yuan in 2023, up 10% compared with the amount of planned investment in 2022. The investment for 2023 covers 34 billion yuan in railroads, 52 billion yuan in highways, 13 billion yuan in general highways, 3.9 billion yuan in water transport, 6.7 billion yuan in civil aviation, and 400 million yuan in hubs, postal services, and information technology. The investment for the first quarter was completed at 24.6 billion yuan, up 12% from last year.

High-speed railways

Start the construction of the Chongqing-Yichang High-speed Rail and the renovation of the Chongqing Railway Station

Speed up the projects under construction. Step up building the second Chengdu-Chongqing High-speed Railway, Chongqing-Wanzhou High-Speed Railway, Chongqing-Xi'an High-Speed Railway, Chongqing-Kunming High-Speed Railway, Chengdu-Dazhou-Wanzhou High-Speed Railway, Chongqing-Qianjiang section of Chongqing-Hunan high-speed railway, and Chongqing East Station, renovating the section between Chongqing and Jiangjin of Chengdu-Chongqing Railway, and completing the Huangmaoping branch line and the private line of Fuling Longtou Port Railway.

Ensure the commencement of projects. While constructing Chongqing-Yichang High-speed Rail and renovating Chongqing Railway Station, efforts should be made to complete the examination and approval of the feasibility studies on the connecting line of the Chongqing-Kunming High-Speed Railway and Qianjiang-Jishou High-Speed Railway and then carry out follow-up actions on schedule.

Make plans carefully for projects. Keep an eye on the changes in the national medium- and long-term rail network planning, fast-track the research and feasibility studies on Chongqing-Suining Railway and riverside freight rails, and push forward the construction of Chongqing-Guiyang High-speed Railway, Lanzhou-Chongqing High-speed Railway, Wanzhou-Qianjiang High-speed Railway, and Guang'an-Zhongxian-Qianjiang Railway to step up to national projects.

Highways

Widen Chengdu-Chongqing Highway and complete Wuxi-Zhenping Highway

Accelerate the construction of highways. Start the two widening projects for the Chengdu-Chongqing Highway and the Tongliang-Tongnan section of the Chongqing-Suining highway to take the lead in building eight-lane highways in Western China. Speed up the 25 projects under construction including the Chongqing-Hunan highway and Wanzhou-Dazhou Highway and complete Jiangjin-Luzhou North Highway, Tongliang-Anyue Highway, and Wuxi-Zhenping Highway. Accelerate the preparatory work of widening the Chongqing-Yichang Highway and Chongqing-Linshui Highway and constructing the riverside north line and south line. Complete the revision of highway network planning.

Promote the building of national and provincial highways and rural roads. With a focus on important ports, transportation hubs, and connecting roads between industrial parks, improve the planning and construction of the distribution channels for non-toll highways in the downtown area, complete the renovation of 300-kilometer ordinary trunk highways and 3,000-kilometer rural roads and the new rural security engineering projects that cover 4,000 kilometers, and connect villages through tertiary highways and village groups through asphalt roads.

Upgrade ETC services for highways. Offer 4,000 parking spaces for ETC services, launch efficient “ETC + fueling” services and promote the construction of facilities such as charging stations, to build special service areas in places like Dazu Rock Carvings. Strengthen the maintenance of ordinary highway pavement by implementing preventive maintenance measures that cover 1000 kilometers.

Water transportation

Improve the channel between Chaotianmen of the Yangtze River to Fuling River and build Guoyuan port for the transportation of massive products

Increase the traffic capacity of river channels. Improve the Chaotianmen of the Yangtze River-Fuling River channel and the Fuling-Fengdu channel, and accelerate the development of shipping hubs such as the Lize shipping hub of the Jialing River, the Baima shipping hub of Wujiang River, and the Shuangjiang shipping hub of Fujiang River. Besides, strive to start improving the Baima to Pengshui channel and upgrading the bridges over the Xiaojiang River channels, and finish the improvement of the Qujiang River and the Daixi River.

Perfect modern port clusters. Speed up Phase I of the Jiulongpo Huangqian port project, Phase II of the Wanzhou Xintian port project, Phase II of the Fuling Longtou port project, as well as the cruise home port of Cuntan international new town. Start Phase I of Yubei’s Luoqi Town and build Guoyuan port for the transportation of massive products.

Promote the use of new ships like the “Three-Gorge” ship and fast-track the research and studies on applicable standard ship types for the Jialing River. Promote rail-water intermodal transport for massive products and direct transport and launch pilot projects for direct transport between sea and rivers. With utilization of the shipping cooperation mechanism shared by Chongqing, Sichuan, Guizhou, Yunnan, and Shaanxi, guide the cooperation between ports, ships, and owners of cargo to make water transport more connected.

Air transport

Complete the main structure of the T3B terminal building and the fourth runway and promote the pilot projects for common short-distance air transport

Accelerate the progress of projects under construction. Spare no effort to complete the construction of Jiangbei International Airport's T3B terminal and the fourth runway as well as the main structure. Complete the T2 terminal building of Wanzhou Airport and improve the operation and security of the airport.

Strengthen the preparation for small and medium-sized airport projects. Guide the preliminary work of Wanzhou Airport’s T1 terminal renovation and Qianjiang Airport’s runway extension and deepen the study on the layout of regional airports.

Accelerate the preliminary work of general airports in Shizhu, Zhongxian, and Kaizhou, and promote the pilot projects for common short-distance air transport.

Transportation services

Adjust and optimize 40 bus lines to facilitate the transfer between buses and rails

Prioritize the development of the public transportation system. Complete the construction of five bus stations (the first and last stations), open ten inter-city bus routes, lanes, and connecting roads, and optimize 40 bus lines to facilitate the transfer between buses and rails.

Enhance transport services. Strengthen the transformation and application of old buses and improve the quality of cab and online car-hailing services.

Accelerate the integral development of cargo and mail transportation. Promote intelligent logistics information platforms, push forward the integral development of passenger transport and freight transport, implement the new mode of “passenger-cargo buses”, and take the lead in the development of rural logistics.

Eco-friendly Development

Promote the development of digital transportation and accelerate the intelligent transformation of the Chongqing-Wulong section of the Baotou-Maoming Highway

Improve intelligent services. Accelerated efforts will be made to intelligently reconstruct the Chongqing-Wulong section of the Baotou-Maoming Highway and provide high-precision maps showing the road conditions and cloud control platforms. Launch pilot projects for automatic driving in Western China (Chongqing) Science City and promote the effective implementation of automatic driving for road cleaning and shuttle services.

Promote the construction of digital transportation. Expand the application of eco-friendly low-carbon technology, promote the use of photovoltaic power generation along highways, deepen the standardization of power facilities in ports, launch pilot projects for the use of new-energy vessels, promote the use of electric vehicles for public transportation, rental, urban distribution, postal delivery, and other services in central urban areas to create several low-carbon transportation demonstration projects.
