CHONGQING (CQNEWS) -- The reporter recently learned that Chongqing Municipal Association for Science and Technology and Chongqing Municipal Bureau of Civil Affairs recently issued the Notice on the Implementation of the “Plan of Cultivating Tens of Millions of Science Popularization Community Social Organizations” (hereinafter referred to as the Notice). According to the Notice, Chongqing will strive to achieve the full coverage of community science popularization organizations in streets (towns) by 2025, with a total of 100 city-level demonstration typical organizations, 1,000 district (county) demonstration typical organizations, and more than 10,000 community science popularization backbones.

According to the Notice, the “Plan of Cultivating Tens of Millions” will be carried out through extensive mobilization, key cultivation and tree selection at all levels. The organizations of the Association for Science and Technology at all levels and the civil affairs departments will widely mobilize the neighborhood (village) committees to carry out the cultivation of science popularization community social organizations. Science popularization community social organizations that meet the statutory registration conditions can apply for registration at the local civil affairs department. For the community social organizations that fail to meet the registration conditions, the neighborhood (village) committee is responsible for guiding them to formulate the articles of association, and the neighborhood office (township government) is responsible for reviewing and determining the cultivation objects. The key cultivating objects of science popularization community social organizations must have certain basic conditions, such as more than 30 (including) members; there are clear areas of science popularization activities or services; the frequency of science popularization activities shall not be less than 2 times per month.

It is understood that Chongqing Municipal Association for Science and Technology and Chongqing Municipal Bureau of Civil Affairs will strengthen the business guidance and overall service of the “Plan of Cultivating Tens of Millions”, and promote the establishment of a three-level cultivation management model for the construction of science popularization community social organizations with the district and county (autonomous county) science and technology associations and civil affairs departments as the leading role, the sub-district offices (township governments) as the main responsible Parties, and the neighborhood (village) committees as the main body.
