Chongqing releases an action plan for the development of the new western land-sea corridor for the next five years

CHONGQING (CQNEWS) -- At a meeting held on March 27 in Chongqing to discuss the development of the New Western Land-sea Corridor, the Chongqing Port and Logistics Office gave an introduction to the action plan on the development of the New Western Land-sea Corridor for the next five years (2023-2027).
The action plan notes that the year 2027 will witness a 20% increase in cargo capacity, a 50% cargo transit rate in Chongqing transport hubs, and a significant rise in the transport volume, cargo value, and intermodal trips (with China Railway Express and Yangtze River Golden Waterway) of the New Western Land-sea Corridor; at the same time, both logistics costs and distribution time will reduce by 20% and 30% respectively, and The volume of import and export between Chongqing and the ASEAN countries will steadily account for more than 70%.
To achieve this goal, the action plan puts forward 29 specific tasks in eight aspects, including strengthening the capacity building of the operation organization, improving the infrastructure network, building an internally and externally smooth multimodal transport system, promoting the integrated development of the modern service industry, deepening integrated innovation and reforms, establishing synergistic digital channel platforms, enhancing the service of logistics parks, and developing market entities.
Based on the construction of the New Western Land-sea Corridor, Chongqing will coordinate the transport channels linking Chongqing and other countries and regions in the future.
Firstly, overcome weaknesses and give full play to advantages. Fast-track the development of the “seven major transport corridors”, complete the national logistics hubs that meet the “five” standards of comprehensive ports, and increase the opening level of Chongqing’s ports.
Secondly, strengthen connectivity. Accelerate the construction of east-west and north-south channels, incorporate them with China Railway Express and Yangtze River Golden Waterway, and increase the number of international flights.
Thirdly, optimize the organization, reduce costs, and increase efficiency. Strengthen the connection between various modes of transport (rail, road, water, and air), and increase the number of trains, especially the international intermodal trains to offer China-Myanmar transport service on a regular basis. Innovatively promote the development of eco-friendly logistics.
Meanwhile, speed up the development of a partnership with the improvement of operation and organization capacity as impetus.
Firstly, ensure multi-level cooperation. Actively participate in provincial ministerial meetings, promote the regular operation of the secretariat for the cooperation and development mechanism of the New Western Land-sea Corridor in Chongqing, and build up national support.
Secondly, ensure communication between different fields. Contribute to the 2023 inter-provincial consultation joint meeting, build an information-sharing platform, and develop a coordinated work mechanism featuring the combination of centralization and decentralization.
Thirdly, ensure the implementation of the cross-regional operation. Improve the operation system for the corridor, perfect cross-regional platforms, and provide key industries and enterprises with customized logistics solutions.
In addition, give full play the new advantages of high-level opening up and development by means of integrated reform.
Firstly, promote the integration of operating resources. Promote the reform of state-owned enterprises in the field of logistics, achieve the intensive management of channel resources, and integration of railway, public, water, and air logistics resources.
Secondly, strengthen efforts in the exploration of land-borne trade rules. Accelerate innovation and reforms in the fields of multimodal transport, rules on international rail-sea intermodal transport, and cross-border trade facilitation to enhance the opening level and competitiveness of the corridor.
Thirdly, speed up the construction of the new digital land-sea corridor. Establish a public information-sharing platform for the corridor and a digital ecosystem for industry chains and supply chains to ensure the intelligent improvement of the corridor.
With the enhancement of integral service capacity, Chongqing will make every effort to promote the economic development of the corridor.
Firstly, enhance the service of logistics parks. Optimize the layout of the logistics parks in Chongqing and gather resources of logistics, trading, market, talents, and other factors.
Second, strengthen efforts in developing leading enterprises. Introduce and develop many 5A logistics enterprises and the top 100 logistics enterprises in China, and encourage traditional logistics enterprises to transform into integrated supply chain service providers.
Thirdly, enhance professional service. Improve accounting, legal, notary, intellectual property, and other professional services and enhance the "one-stop" service of enterprises. Promote the establishment of a think tank for the development of the New Western Land-sea Corridor, so as to provide intellectual support for the construction of the channel.
To speed up the effective implementation of the action plan, the plans for a project library, a task list, a reform list, a policy list, as well as the key emphasis and projects for 2023 will be made, according to the Chongqing Port and Logistics Office.
