Over the past year, Chongqing has launched a “horse race” and established a typical case review mechanism. A leadership mechanism was set up in downtown Chongqing to better promote the high-quality development of manufacturing; seven supporting measures were released; a support fund of 680 million yuan was arranged to benefit more than one thousand enterprises in 2023.

The business revenue of software in Chongqing exceeded 300 billion yuan in 2022, ranking 9th in China, compared to 7th in 2021. It is expected that Chongqing will realize a business revenue of 170 billion yuan in the first half of this year, up over 18% from last year; the total revenue for the whole year may exceed 360 billion yuan, increasing about 20% from last year, to support the development of a modern manufacturing cluster system and lay a solid foundation for the development of a 500-billion software industry cluster.

New progress in talent attraction and training

Software practitioners reached 300,000 people

Over the past year, Chongqing has witnessed 300,000 employees in the software industry, an increase of 70,000. To create a “super factory” of software talents, Chongqing has promoted cooperation between institutes of higher education, research institutes, and key enterprises regularly to produce 80,000 talented persons annually.

At the same time, Chongqing organized hundreds of software recruitment activities and signed over 50,000 labor contracts with all kinds of talent; the “Chongqing Talents: Leaders in Software Industry” program and special policies were launched to offer software talents with “green channels” in children's schooling, family employment, and housing security. A total of 12,000 middle and high-end software talents were added in Chongqing.

New development in enterprise cultivation

The number of software enterprises reached 37,000

Over the past year, Chongqing has witnessed 3,500 enterprises in the software industry, an increase of 37,000; more than 100 new software enterprises above the designated scale were added, totaling over 610. Relevant districts and counties made joint efforts to secure over 330 major software projects. The key projects of Huawei, SenseTime, and QI-ANXIN have started.

So far, Chongqing has cultivated four key national software enterprises, 171 key municipal-level software enterprises, 15 software enterprises with more than 1000 employees, and 13 software enterprises with annual revenue of more than one billion yuan. The competitiveness of enterprises have significantly increased.

The growth rate of software copyright registration exceeds 30%

Over the past year, Chongqing has carried out more than 200 summits and forums, investment attraction and signing ceremonies, technology street performances, and theme salons. The "Starry Starry" action plan has been reported more than 150 million times in over 2,000 news articles.

The number of software copyright registration in Chongqing has exploded, showing an increase of more than 30%; more than 1200 enterprises have passed ITSS, DCMM, and other certifications and evaluations.
