The ‘built-in’ inspection site improves the efficiency of delivering cargo from storage

As one of the most important shopping festivals in the middle of the year, June 18 saw 1.3 million packages handled by Lianglu Guoyuan Port Comprehensive Bonded Zone, with a value of approximately 300 million yuan, according to enterprise feedback.

Clearance efficiency and delivery timeliness are the keys to facilitating cross-border e-commerce during the 618 shopping gala. Considering the warehouses of e-commerce enterprises are far away from the customs inspection site and to better align with the enterprise's production chain and operation chain, Lianglu Cuntan Customs took the initiative to add a customs supervision and inspection site in the area where the packages are sorted, so that the packages that are selected for inspection can smoothly enter the customs supervision and inspection site after leaving the sorting line, achieving a seamless connection between the delivery of packages from storage and the inspection of packages.

“The ‘built-in’ inspection site in Lianglu Cuntan Customs has greatly saved our logistics expenses and time costs, addressing our concerns and ensuring the efficient operation of the company,” said Yin Fang, the customs manager of Chongqing Gangteng Supply Chain Management.

Electronic reforms facilitate cross-border e-commerce trade

"In the past, paying taxes at traditional counters required an average of two to three days to collect and submit paper tax slips on-site. Now, we can log in to the website to confirm the tax bill information, pay taxes, complete the payment confirmation and tax bill verification in a few minutes," said Wang Bo, the head of customs affairs of Chongqing Dingxin Supply Chain Management.

The implementation of electronic payment for cross-border e-commerce retail import taxes is a major initiative by the customs to enhance the intelligent service level of cross-border e-commerce. Since its implementation on June 1, 2023, cross-border e-commerce enterprises of Lianglu Cuntan Customs have paid more than 290 million yuan in taxes through the electronic system as of May this year.

"After the realization of electronic tax guarantee, the data of electronic guarantee letters can be transmitted at any time by banks in different locations, and the guarantee amount is common within the jurisdiction of the directly affiliated customs, breaking the restrictions of time and space. It has achieved immediate transmission by the bank, immediate receipt by the customs, and immediate use by enterprises, reducing the traditional offline approval process by six working days," said Qian Hui, the deputy director of Lianglu Cuntan Customs.

Innovatively providing considerate services to optimize the shopping experience of consumers

In recent years, the demand for differentiated, personalized, and precise consumption experiences has become a new driving force for cross-border e-commerce enterprises to improve their performance.

"Many enterprises hope to send out domestically purchased gifts in the same package as cross-border e-commerce retail imported goods. To adapt to changes in the consumer market, Lianglu Cuntan Customs has innovatively established a classification and management system for cross-border e-commerce commodities and domestic giveaways, guiding enterprises to improve the quality and safety control mechanism for purchased commodities, addressing the impact factors such as the wide variety of giveaways and the complexity of the combination schemes, and realizing the storage and delivery of domestic gifts in the same warehouse with purchased commodities,” said Tang Dandan, the deputy director of Lianglu Cuntan Customs.

At the same time, Lianglu Cuntan Customs strongly supports the construction of the return center warehouse in Lianglu Guoyuan Port Comprehensive Bonded Zone, taking practical measures to address the demands of cross-border e-commerce enterprises and optimize the shopping experience of consumers.

At present, the comprehensive bonded zone of Lianglu Guoyuan Port has achieved the full normalization of the ‘storage and delivery of domestic gifts in the same warehouse with cross-border e-commerce commodities’, and the full coverage of the return center warehouse for cross-border e-commerce enterprises in the zone, ensuring that consumers can have satisfying cross-border shopping experiences featuring affordable goods and considerate services.
